Rose believes it was her job to protect Brem from having to make promises like that, so she's trying to fix it after the fact.
As for Rose and Jackie, I've always thought they belonged together. I think Jackie telling Rose she'd be okay without her is mostly because Jackie assumes that, at some point, Rose *will* be without her, and she wants her to know that she would be just fine.
