I do love the Doctor's Oncoming Storm-ness, and I love Rose saving Brem's coat. Both moments illustrate just how much they love Brem, and they make my heart ache for what wonderful parents that are.
And I like that line, too! I like the idea that the kids are always preparing for a life-threatening situation, that's just how their lives are.
