You make a good point, that the Doctor, left to his own devices, immediately found a woman eerily similar to Rose to focus his attention on. Ah, Doctor, what a mess he was in that episode. I think it does make his actions easier to take if he and Rose weren't in a relationship already, so that you don't have the cheating angle to overcome.
